II found a solution. Yes, it must be a laptop or mobile device and it must be 
Windows 7 Pro, Ultimate or Enterprise, not Home Edition. 
 Afte rsearching forums for hours and  finding no answer anywhere online I 
decided to try something. I deleted the printer from the laptop and went to the 
printer manufacturer's website. In this case it was an HP printer. I downloaded 
the driverdirectly to the laptop and added the printer again and voila! there 
was the Manage Default Printer option and the other options that had been 
missing. I hope this helps other people!

I was actually pretty excited when I saw this, but I must be missing something. 
 I’m not finding that in any of my Win7 machines.  Are you saying
 that’s an actual entry / menu item?

Eric, what you’re looking for is built right into Windows 7, if not earlier 
versions.
 
Devices and Printers > Manage Default Printers.

I split time between two different offices with two different subnets.  How can 
I change my default printer based on which office I am at?  I am constantly
