Quick observation / guess - it could be that the USB hub is getting re-enumerated once Windows boots and that would cause all downstream devices to require redetection through an insertion event. Check "C:\Windows\inf\setupapi.dev.log" for what's happening with enumeration.

The only other USB NIC's that I have handy are lenovo's and the bios on the M3800 seems to reject those immediately. Even if I put the boot-image (to PXE boot) onto a usb stick with the lenovo driver. I am thinking I might need to just find some more dell USB NIC's and try those but this is going to end up being a mess if we decide to use these precision laptops more frequently. I can't imagine telling our field engineers to just "keep trying different usb NICS until one works". Thank you for your help. Hopefully, we'll get a workaround. We also have 3-4 different USB NIC's. Some models just seem to act stupid with different adapters. One doesn't seem to work, we plunk in a different one with a different mfgr NIC (many use the Axis NIC but there are others out there). Yes, it's frustrating. It seems that at some point, once it reboots into windows, the usb adapter is literally not physically being seen by the laptop; unless you physically remove and re-instert the dongle. By then, the damage is done; the domain is not joined and the image does not complete properly.
