It will never be worth it, it is a net loss of energy.
If instead of (or addition to) regen, one mounts a windmill generator
of sorts on the bike to generate during rides.
You can come out ahead with a wind generator for regen BUT you will
have to retract it out of the airstream when you are not decellerating.
Then it won't increase your drag when you are cruising at steady speed
or accelerating.
So maybe it's not impossible but it's certainly not practical.
