There are some strange rules in there, like limiting charging. It also (
correct me where wrong please) looks like bikes have to be OEM with a
VIN and so forth, no racing specials. If true, then that pretty much
kills it. No lithium batts allowed either. It reads like a typical
committee product, with a few sensible precautions like the kill button.
