I think some of the rules were written to appease the
IEC (I think it means International Electrical
Commission or something).  Otherwise, most were just
copied straight from the FIA manual.  I know one thing
lots of places in europe need some standards in wiring
and I am not talking about the different plug types
and voltage gauges from one country to the next.  I am
talking about some safety standards.  Quick anecdote:
while living in a housing complex in italy, my family
and I would always get a small electric shock when we
would take a bath.  We found out that the ground was
attached to the pipes and were told it was okay. 
Still not something I like when I am naked.  :-)  

I think if a league or division of AMA were to start
here in the USA, it would be easier to adapt rules
from NEDRA and FIM(FIA) instead of starting from
scratch.
