Rather than have the 'User' as a field on your form, you can assign the value to the 'User' field in the workflow based upon the Modified By field when the form is submitted. This would prevent a user from impersonating another user by entering false details on the form. This is relatively easy to do with a SharePoint Designer workflow if you don't want to go down the path of a coded solution using Visual Studio. Hope this helps, David.
