There is a fundamental problem with your scenario. AFAIK, You can't deny somebody the permission of 'delete documents' in WSS v2.0. If they can write, then they can delete. However there are two ways you might achieve it: * Customise the process template. You can add/remove permissions to each of the standard TFS groups (Reader, Contributor, etc). This will require you to create a new Team Project with the updated template. * Add a new group called "Developers", apply the same permissions as "Contributors" - except for the ones that you don't want. This doesn't require a new Team Project.
