The mentioned in your reply 2 ways :
1) Creating the new group will not solve the problem because the delete
option in not on the Permission list.
2) Customize the process template by customize the security for Project
groups will not solve the problem.
There's one work around I did it, remove the Delete Option from the
Security of the SharePoint Portal, then all contributors can't delete
documents from the Team Explorer.
But what about the I want to prohibit the Delete options for Queries and
reports ????

There is a fundamental problem with your scenario. AFAIK, You can't deny
somebody the permission of 'delete documents' in WSS v2.0. If they can
write, then they can delete.
However there are two ways you might achieve it:
* Customise the process template. You can add/remove permissions
to each of the standard TFS groups (Reader, Contributor, etc). This will
require you to create a new Team Project with the updated template.
* Add a new group called "Developers", apply the same
permissions as "Contributors" - except for the ones that you don't want.
This doesn't require a new Team Project.
