Reading aloud to students shouldn't be considered down time.  I've 
heard more than one presenter say that students of any age should be 
read to daily!  After all, fluency is one of the five key components of 
reading.  Some of them do not have many models for fluency.

In addition, when students hear someone else read aloud (whether in 
person or on tape), they can practice their comprehension skills; 
decoding the words often hampers their comprehension when they read 
silently alone.
