I would try the Bluford series or any of the Orca readers.  They are high 
interest, low readability books that have worked well with my struggling 
readers.

I am looking for titles for grade 7 students who are not meeting the
state's standards, they are in an AIS (Academic Intervention class).   I
find that
adventure, mystery and realistic fiction is the most popular with them. Any
recommendations?
