Based on previous decisions, Xenial is going to be our base for OSGeo-Live 10.0+, yes.

Thanks to the work of Debian GIS (and Bas in particular) this release
will already contain much of latest packages which we are also using
on the live dvd. Perhaps it is useful to use the latest (wily) release
before this LTS as a basis for this release rather than trusty, as
this will help test those packages in an environment which is more
similar to the one which will be the next long term stable release.
Yes, Wily (15.10) is much closer to the Xenial packages (plus it includes systemd which potentially might cause some issues with our build process)
On the other side, Wily is generally less stable than Trusty LTS.
While we would have the Debian GIS work available (6 months old, not current), we would need to port projects that only do Ubuntu packaging/testing for LTS releases.


Another important choice to make early in the release cycle is whether
we switch to gdal 2 or not. Most packages already support gdal 2 [1],
but the ones using install scripts have to be checked again.

I'm in favor of switching to gdal 2.

I am in favor of switching to GDAL 2.x as long as all downstream projects in the disk have a stable release supporting it.
At this moment this is not the case.
