Lee, For a year 2000 tank to leak in 2007 is really fast. And, to have it on a sister ship....
Maybe welding a plate is the right answer, but if it was me, fixing the cause so this does not recur is absolutely necessary. If you have to take the tank out to weld the bottom, I would consider just a new tank...
