1. You might try a bolt of any smaller size and run it in to see if there  
were threads beyond the apparent hole.
2. This really looks like a drain hole that someone has pulled the plug  
from. The picture in my manual indicates that it is well back from the engine  
to 
flywheel housing mounting area.
 
3. The Perkins engines use a rope seal on the rear main.  Lets face it  after 
x years it could be leaking. It would be draining out that hole, and if  you 
pulled the starter out the nose and drive pinion would probably be very  
sopping, that latter may be why someone pulled the  plug......However.........
 
With the above in mind and before any major work, to start...........
 
4. I would inspect for and verify that it was not caused by a  restricted 
crankcase breathing system.  If same is clogged or otherwise  restricted that 
engine as would ANY engine  (gas or diesel)  find  a place to shove out the 
pressure taking oil with it.  You will find the  vent hose arrangement going 
into 
the port side of the valve cover, about  centered, with a tube that comes over 
the valve cover into an air breather  arrangement.
