I'm not really sure what you're getting at, or why you need to 
consider it. Liveaboard is simply that - living aboard a boat. 
Doesn't matter what kind of boat or how big or small. One could live 
aboard a canoe I suppose, or aboard a bought-for-scrap freighter (or 
brand new one if rich), or anything in between. If your primary 
residence is a boat, then you're a liveaboard.

My definition, or understanding, of Cruiser is one who goes places. 
He/she/them could be liveaboard cruisers or weekend cruisers or take 
a week/month/year off cruisers. I would not define the latter as 
liveaboards, since their primary residence is not the boat.

With the exception of a couple years between boats, I've lived aboard 
since the end of 1999. The first two and a half years of that time 
was spent cruising (was supposed to be all of it, but things happen). 
So I was a liveaboard cruiser for while, then a liveaboard on the 
same sailboat. Couple years a non-liveaboard with no boat and now a 
liveaboard with a new boat (and wife!) and sometime next year will be 
a liveaboard cruiser on the same boat.

You mention comparison between a float house, personal barge and a 
boat. I'm not sure what a float house is, but any vessel that has 
it's own power could be a liveaboard vessel, cruising vessel or both. 
Heck, a house boat with an outboard boat to tow it could be taken 
cruising. I think in that case I'd restrict my cruising to canals and 
rivers! If you can move it, you can cruise it.
