is a liveaboard, vs. a cruiser who does own property (and pay property
taxes).
I suspect it has something to do with property taxes ending up in the cop's
pocket and the concept that if one is not paying property taxes then one is
an irresponsible gypsy, freeloader, and general lowlife deserving of abuse
as punishment for not being like everybody else.
Most folks feel they are the center of the universe and very fine folks,
and that those that are different from themselves are not so close to God
and not so fine folks to the proportion they are different.
