I remember that incident very well.

It wasn't the locals.

It was actually the mayor/lord of the town who was lamenting out loud to
himself "something must be done about this".  His half-wit manservant
overheard him and took this as something he could do to win some points
with his boss so he torched Johnny's boat. 

The mayor/lord of the town, when he found out what happened was very
ashamed of himself and told the manservant to leave the area and never come
back, apparently so no one would find out the truth of the matter.

>From the mayor/lord's reaction one could make a case that he really did not
mean for the arson to happen.
