Good question. I'd review the actual regulations... actually, I think
I'd go overboard (no pun intended) and zip-tie the valve in the "safe"
position just so they wouldn't have anything to screw around with.
Having experienced the "pleasure" of a boarding by the Florida Marine
Patrol, who appear to make up their own interpretations of laws, I
prefer to give them as little traction as possible for anything of this
sort.
