That is quite true. The 'tingle' happens when the cardboard 'insulator' fails (gets torn, punctured etc.) and the neutral wire or the screw it is under, comes into contact with the metal parts of the lamp. And I WAS talking about a situation where there was no connection between the neutral wire and safety ground. For instance a boat with aN ISOLATION TRANSFORMER WHITH NO LOCAL CONNECTION BETWEEN ONE SIDE OF THE SECONDARY WINDING ( MAKING IT THE "NEUTRAL" AND THE BOATS dc GROUND( HOPEFULLY THE OCEAN...).
