Not the way they work, unfortunately. It's not like talking to the Somali government; these are isolated groups that are just out to wrestle a buck out of the first world in any way they can. For a dollar, they'd cheerfully cut the throat of the guy that we've just "sentenced" to 33 years of better food and living conditions than he'd likely ever have at home. I'm quite aware of the methods that would put an end to this kind of thing forever - hell, Pompeius Magnus did it the right way back around Caesar's time. But... the US can't "afford" to do it that way from a political standpoint. Which is why it's not safe to fly a US flag in those waters anymore. Maybe we should hire the Russians to do it for us; they're not shy about handling stuff like that.
