Your choice of words here is kind of funny, since Sourceforge mailing lists are archived on at least three different sites while a web forum is a single point of failure. I think the use of mailing lists is a useful "you must be at least this proficient to be a part of this community" ruler. User groups are fine for forums, but technical discussions are best served by mailing lists.
