I agree we could probably improve the visual cues as to what is
possible, but they are available there because sometimes it is
preferred to add a purely audio plugin as a track of it's own. The
major reason is the possibility for using ducking compressors, this
can only be realized on a track since it allows for much better
routing than a plugin in the effect rack.

Though the plugins that are effect-only should have been placed in a
separate category in the menu, "LV2 (effects)" or something like that,
were they not?
