Various projects have tried this (#cocoon was the last I noticed), and
they always seem to peter out.
How about proposing a #jakarta IRC channel for all apache projects?
Either on a network like openprojects.net, or perhaps Jon Stevens could
re-open the IRC server on cvs.working-dogs.com, where the PMC meeting
was once held.
