Your suspicion is correct: all source files need to be under the 2.0
license, and the LICENSE file itself needs to be updated.  The relicense
utility in the committers SVN repository does a decent job.  I updated
Tomcat and several Commons components using that utility a year or so ago: I
wonder why I didn't do log4j at the time...
