I did raise this issue in private but I have no other choice than go
public now. I find this requirement particularly annoying and, in my
country of residence (United Kingdom), considered racist and
discriminatory.

I do get the "discriminatory" side of the matter (some people could be really fluent with English even though it's not their mother language).
But what about "racist"?
How does speaking a language have to do with race?
