As far as I can tell, your printcap looks good.  Have you tried connecting to 
the printer directly?  "telnet 198.128.255.170 9100" should get you a 
connection to the printer.  If that doesn't work, see if it will answer a ping 
or a regular telnet; you may need to "addrawport:9100" from the configuration 
prompt.

Of course, if you can't get a ping to go through, or you can't telnet to the 
printer at all, something is hosed in your network configuration (router 
blocking your packets, invalid BOOTP/DHCP config, invalid TFTP config file, 
etc.)

The fact that you're running firmware rev 8.32 is good...I found out last week 
earlier releases sometimes don't accept the same config file parameters as 
8.32 does...
