I believe this is out of scope for draft-pkaneria-lsr-multi-tlv.
As clearly stated in the draft, the goal is:

"The intent of this document is to clarify the situation by explicitly defining 
the use of multiple instances of TLVs as the mechanism for scaling TLV 
contents, except where explicitly prohibited."

Any issues specific to a particular TLV/sub-TLV codepoint are out of scope and 
should be addressed (if need be) in the document which defines the code point.
