Reads better, but it still doesn't make sense. How about

"IE does crash consistently during normal browsing"

Maybe, but it's not really in agreement with your original statement,
so it's a bit of a stretch. One more try.

"IE crashes inconsistently during normal browsing"

I think we have it now: grammatically correct and effectively in
agreement with what you wrote. Don't mention it.
