I created dummy files to recreate your structure and the following worked
fine for me:

 sudo luarocks make opengl-1.0-4258.rockspec

(the rock is now installed)

luarocks pack opengl

(that produced the file opengl-1.0-4258.linux-x86.rock)

luarocks make builds the rock using your local files.
Once the rock is installed, you can pack it.

That should work for you.
