considering that most ISPs have Squid cache boxes on their networks, peering the caches over the IXP means that any particular ISP will only fetch a web object only if no other ISP has it which would be good for a start IMHO. Of course the biggest hurdle will be overcomming issues like "I have a bigger cache" etc... but that would be a start.
