considering that most ISPs have Squid cache boxes on their networks, peering 
the caches over the IXP means that any particular ISP will only fetch a web 
object only if no other ISP has it which would be good for a start IMHO.

Of course the biggest hurdle will be overcomming issues like "I have a bigger 
cache" etc... but that would be a start. Also, much as (if I understand the 
policy correctly) there's a policy that discourages (if not forbids) servers 
at the IX, is there any chance of convincing yahoo/hotmail to create a local 
mirror? - I'm assuming of course that most of our traffic is to those 2 sites 
(which was true some time back - not sure about now).
