That would be nice - the only problem would be ensuring that the peering is 
configured correctly, otherwise one ISP may end up carrying most of the load  
for the rest, especially if it has a bigger cache. This wouldn't be a problem 
if the requests were localised, but since typical configurations need to run 
the TCP_IMS (If Modified Since) algorithm, an Internet connection has to be 
established to check the lateness of the requested page. This would also 
introduce further delay.
