I can only expect that most providers will want to upgrade/expand their
networks to deal with traffic (voice+data)
that will be flowing in times such as these.
For example, New Vision clearly didnt anticipate the high traffic that
hit their site. they can
look into routing local traffic via the ix, if newvision is hosted in
uganda, and also get a mirror to serve other parts of
the world. same applies to other news sources.
