Visa came to UG 2 or so years back, although it is used in very few places.  
e.g Hotels and restaurants.  I believe some others cards are also being used

some advantages:
- you could use your bankcard at any ATM, regardless which bank
- costs and duration of transferring money from 1 bank to another would drop.
- money made on transactions would not go to paypal or visa, but to the 
ugandan economy.
- as mentioned, paypal is in the US, thus slow, and the switch could be in UG.

its a bit like why the IX is a good idea too. And the result really is that 
everybody benefits, as it will grow the economy as a whole. (well, it did in 
the rest of the world, dont know if that is enough prove though) 

It took more than 10 years for the banks in my country of origin (The 
Netherlands) to figure this out. They are finally getting up to speed, but 
they lost a lot of ground to paypal & visa and the likes. 

On the positive side (i miss that a bit on this list somehow, a bit too much 
complaining going on) Just a weird idea:

Why dont we start a Charge-Your-Paypal-Service here? A local service where 
people can charge a Paypal account by just doing it the Ugandan way: by 
queuing somewhere at an office, filling in a lot of paperwork and paying a 
very high commision?

needed:
- one pc
- one (crappy) internet connection
- some power
- 1 person that can do the clicking

Thats an ecommerce business model for you.
