first of all, the discussion is moving towards complaining about problems (even if they are in other countries) instead of talking about solutions again. Personally I found yesterdays solutions much more interesting, because it is with solutions that each of us (except a few sysadmins maybe ;-) make our living.
This scenario you sketch is off course not limited to uganda. It happens everywhere, only the numbers are bigger (think enron). There are several different approaches, like: - on ebay (amongst others), they use a scoring mechanism. After each transaction, the buyer can score the seller for trustworthiness. If you mess up, or just plain steal, everybody will see. this will harm your success in the long run. having a long positive track record will give you a competative advantage. - ebay also verifies your address by sending you a login code by ordinary postal mail. This, i agree, rules out a lot of people in uganda. (But then, if the payments are done via banktransfer, instead of paypal, the authentication process is done through the bank, which has physical contact with the subscriber, unlike paypal) - Some shops use so called escrow services. Here, the Buyer pays the money a third party. The seller now knows that the cash is there. There is no way (unless after a deep conflict and appeals etc.) that the buyer can get the money back. The seller sends the item or delivers the service. When he is done and the buyer is satisfied, the buyer tells the Third party to release the money. The third party then pays the seller.
