Personal views aside, let's look at why we are where we are.
From what I know, it's the regulator (Bank of Uganda) that sets the pace
for financial industry in this country. So many proposals and ideas have
been generated but at the end of the day, it's BoU that decides what's
good for this country, and you can take that to the bank ;).
The game we (LUG & ISPs) play with UCC is very different from that of BoU
and the financial institutions.
So, as government (Ministry of ICT) becomes more 'visionary' in a way that
excites us and makes the future brighter (fiber), the same government (BoU
and Ministry of Finance) must become open to innovations such as those
that we come up with each day in this LUG and many other fora.
Friends, therein lies the challenge: private sector and government working
together to build the nation, so to speak. We need to have things moving
on both ends or else our labours shall be in vain.
I hear somebody screaming POLITICS! But do you know why I LOVE politics?
It makes things happen, simple!
Going forward:
The NGOs and CSOs in general have done quite a lot to propel the adoption
and usage of ICTs in this country. However, we need to do more if we are
to translate these wonderful ideas into reality. The future looks good,
but we can bring this future closer and be able to exploit the so-called
Internet Economy. LUG, UG ISP Association and the numerous NGOs and
corporate bodies that have brought us this far now need consolidate their
efforts more.
We need to exercise maximum influence on Government by exploiting our
'cordial' relationship with Ministry of ICT and UCC, not forgetting some
Honourable Parliamentarians who used to be part of us.
How? A Participatory Approach
- Attend workshops
- Publicise your views (our ICT Journalists pick up way too many awards
nowadays)
- Participate in exhibitions
- Lobby for financial support (Global Fund anybody? ;) )
Politics aside, I'd like to observe that Makerere University has gone a
long way in rolling out e-learning as an initiative. This is local content
with a potential of 30,000 users. Current utilization I'd guess is minimum
of 4000 users - on-campus. A pretty good start (and stat).
