Posta Uganda? They probably know most about postal services here DHL/UPS/Fedex? any of the MFI's? They know how to deal with small transactions, and still make some money. any of the banks? or something new? you? or can 'The Market' solve this challenge with multiple providers with different specialities, and the ones that can built up most trust with their customers get to be the biggest?
