and Microsoft uses some "web-of-trust" principle between various CAs. It
only enters a CA into IE who is in that "web-of-trust" ..

anyone can be a CA though, and if you have some American connection,
Mozilla, IE and Opera might add you. (all these browsers are coded in the
US to the best of my knowledge).
