Quick test....could you try and do a traceroute to other peers at the IXP,

traceroute infocom.co.ug

traceroute utl.co.ug


>From Inside MTN, i take a long route to AFOL, one2net, spacenet and bushnet
networks. All others go through the UIXP as they ought to. my prefered route
to bushnet/spacenet/one2net is through Intelsat.
