Reiner, I will speak for myself here. You are the one experiencing problems, _NOT_ the .UG systems. It would have been prudent for you to _EXHAUSTIVELY_ check all avenues before sending this email to CFI.
Try other people on your network and see if they go through. At the moment, it seems all the peers at the IXP apart from you can query the .UG registry without any problems. I for one, through different paths, through the IXP and from outside Uganda, have hit the registry services with no problems at all. The DNS server on ip.cfi.co.ug is not responding to ping requests. > and rightfully so i would agree. Constantly pinging this server is not something i would want someone doing. CFI did an upgrade of their site and for a while this tool was broken, but it was fixed. Please be informed that CFI are _NOT OBLIGED_ to avail this web tool for you, there is the traditional command line whois tool that works out of the box. The command line whois tool works with no problems at all. As i mentioned earlier, make sure you ISP has not blocked this port. Make sure the path your ISP takes to the registry servers does not have delays that make your query time out. Different Linux/UNIX OSes respond differently when the whois command is passed. All the Linux/UNIX distributions implement whois in a manner suitable for themselves. they do not query registry.co.ug by default. As you have seen, some query whois.co.ug, some ug.whois-servers.net. Really Reiner, you are cooking a recipe for disaster here. Do not be alarmed if you post queries and NO ONE responds. Come on, do some tests first, ask for help from the list before you go shooting organisations in the foot with such emails. This is the .UG registry, do you really thing they are that silly not to cover their backs and ensure that such systems are up and running with no issues.
