Yes i got a little pamphlet in the mail on friday explaining that their
policies have changed. But i didn't notice a reduction in speed. Actually my
speed is 8.4 Mbits download and 2.4 Mbits upload. They are still throttling
my torrents though. Took over a half hour to download Ubuntu Server edition
and fedora.
