Nope, only in the first world (US, EU, AU, etc), and only after signing
the 2-year contract (that you talked about).
If you don't want contracts tied to you, the price could be well over
700usd.
( in most of africa other than ZA, there is no such thing as a 2-year
contract from cellular operators for a subsidy on the handset)
