Ah yes, 'honest intentions'! History is littered with good intentions leading to bad outcomes. Never underestimate the devastating effects of combining legislative loopholes, good-intentioned implementors, and power-hungry leaders. Historically one of the best aids to genocide has been the existence of the otherwise seemingly benign legal requirement that each citizen's ethnicity is well-documented. As for 'something to hide', surely we are all old enough to remember Kenneth Starr and his US$40m inquiry. The lesson of that whole episode must surely be that if one puts enough resources into prying into another's affairs, soon enough the target will have something worth hiding! Legitimately I might add.

For the record I am not saying that the current government is not well-intentioned in phrasing this Bill as-is. I am concerned that we should not trust future governments to share those good intentions.

Ps. Or, to put it another way, I'd like to conduct a survey on how many emails you send per day, so please hand over your computer + passwords so I can complete my effort. After that we review your telephonic communications, the DVDs at your house, etc.

You may want to get some views in on the matter. Edward Baliddawa, who is known to many of us, is understood to be the chairman of the committee that
will discuss this Bill. Email: [EMAIL PROTECTED]
You will no doubt note Section 21, which taken together with Sec. 19 and Schedule 2 offers more than a little opportunity for legalised abuse. Yes, no African government needs a law like this to abuse the rights of citizens, but I'm sure there are lessons in history that would counsel against letting
this pass as it is...
