Noted this is called the THE NATIONAL INFORMATION TECHNOLOGY AUTHORITY,
UGANDA BILL, 2008, its main thrust seems to be administrative in nature, I
wonder, is there going to be another IT/ Electronic bill that is more
technically specific to address electronic crime, the kind where no guns or
physical presence is needed but rogue technical prowess, with the number of
IT/Computer Science Graduates coming off the production lines the temptation
for the jobless to go rogue is high seeing as more people albeit slowly
embrace the near cashless system of living, or is the current state of
electronically committed crimes  being prosecuted  basing on generalised
laws like "obtaining money by false pretence" going to continue,  i might be
mistaken but elctronic documentation isnt accepted as evidence in Ugandan
courts of law, any potential to address this?
