Well, the direction doesn't really matter as the cable is 
bi-directional (IP traffic will flow naturally toward 
content).

I suppose you're talking about Verizon's FiOS service.

Yes, but inland fibre doesn't generally follow the same 
commercial guidelines as submarine (although in other cases, 
they may seem similar).

Whether fibre owners can resell their national fibre depends 
on regulation and/or what the fibre owner is comfortable 
with.

With large scale fibre build-outs, like what Verizon are 
doing in the States and what NTT and KDDI are doing in 
Japan, this comes out of their own pocket; which means they 
can, more or less, determine how they dispose of it in 
commercial terms.
