In my opinon, the first step is to have a clear understanding about what you (as a business or as a person) want to achieve. Then it becomes easier to make the judgement of whether releasing the source code for free achieves that. For example, I don't think giving the source code of YouTube for free would have contributed to their success (in terms of number of users) as much as giving the *service* for free did.
