I disagree, on my current wireless "landlines" (CDMA phones both from
UTL and MTN) I load regular voice airtime and can have chunks of 90,000
for MTN or used to be 100,000) for 30 days of unlimited data access
(used to do this with a simple sms but now have to phone in to the call
centre).
Any balance left over is used for voice dialing. This to me means the
technicalities (if they existed)for separate billing have been sorted
out since 2004 when these were introduced. All with autocut off at
midnight on day 30 etc ...
I still maintain that it's simply a matter of policy on the side of
management.
There all done without me breaking into more ranting >:o

I had to work out the answer after a seven minute phone call to
their service desk.(thankfully toll free)
I simply want to pay for one month at a time for my family's
"sites" 3 in total(like I've done for other telecos) what with
nephews and neices being on holiday and at home and all.
Contacts of someone in Orange will be all that I need at this
point as below I go back into rant mode
A quick look at http://orange.ug/mobile-plans/internet-everywhere.php
shows you that the least amount of money that you can pay for a data
plan is 49,000 UGX.
I believe that the reason they insist on a data-simcard is because
this simcard is data only and not voice enabled. Of course your
current simcard can be made to work with the data bundles, but imagine
what a billing nightmare that would create... hence the simplicity of
separating the two services.
