you are assuming that the billing methods used by UTL, MTN and Orange are
the same. MTN and UTL use the same billing system and this may have been a
consideration from the onset. Like I said, it is possible to get this done,
the difference being that while MTN and UTL have this consideration in their
billing system Orange *may* not have it. Or, it *may* be a preference for
Orange to have a separate data card which is exclusively for data.

It may be so, or it may be a matter of choice in technology used to bill
you. The easiest thing I would tell you is to walk into an Orange Shop and
tussle it out with one of the sales chaps there.
