Hi Marion, Based on your signature, you work for Uncle George, what is the situation like in your departmen/ministry? Have you made any attempts to promote FOSS, and what were the results? What have you discovered right where you are? When you talk about Government, who do you mean? Are we talking of the entire machinery or just some sections of it? Is there any one person who has knowledge about the whole Government monster?
My feeling is that in talking about government we should look at policy, and best of all look at individual ministries or departments, see if they have an IT policy and what it says about software as such. If you still have time and interest thereafter, you may ask various indivibuals about their own attitudes and opinions before you draw some conclusions. The task is not simple but it is doable based on who sent you to collect the information and how you are facilitated. Of course I do not mean that those who already have information should not give it to you!! Give it a try and collect whatever you can get too. I hope one day we will be able to see the results.
