Someone said Government is in the business of spending - rarely in the saving league! So Am not sure how easy it will be for procurement process (largely driven by kitu kidogo) to place a 0 on the price column of the software row. Maybe if they were users themselves - that might be different. If the person doing procurement is not as IT professional (with a business biase) how do you tell them that there is free software? how do you convince them?
So perhaps a few MPs might go for the 'save the money' line but very soon a 'supplementary' budget will be passed and software will get onto the ticket again. About the ICT ecosystem, i think we need to 'make more noise' in the face of the community in order to raise awareness of what FOSS can do. perhaps if people are buying dell computers with Ubuntu (or Chris' LMDE) and not (pirated) Windows 7, and this trickles down to the minister's kid's laptop (the minister will see Linux when he gets taught abt a cool trick to circulate his recorded campaign speech on multiple social networks - using Blender) then maybe someone can bring up FOSS in the higher and higher boardrooms, and this could then get government to not fear FOSS. How many of us actually use FOSS, and actually make windows users uncomfy (not in a personalized way) with regard to the fact that they could be using something that costs far less to maintain? We who make this ICT sector need to attend workshops showing off Linux desktops, and soon we will get people inquisitive. And government is made of people.
