Marion, in most government departments (if not all), the procurement decision is made by the Head of IT. Its difficult for a person who has not used OSS or is not an OSS enthusiast to lobby, advocate or provide a conducive environment for procurement of OSS related software. I dont think Government is not resisting OSS, but OSS evangelists have not sold the product well. There is a lot of documentation online, but your post is not specific on what type of documentation you are looking for In my view the revamped National Info Tech Authority (NITA) has to play a leading role, requiring government institutions to adopt OSS, this does not have to be done today, but they can have a 3 year grace period to phase out Proprietary Software, although you cant entirely phase out Proprietary software.
