Which came first, the egg or the chicken? 

Will reduced domain costs automatically translate into (exponential growth in 
domain purchases) enough cash 2 pay mgt fees or do we hike fees until we get an 
'optimal' number (revenue) over which we can spread the cost, & then later 
reduce the prices?

@Kiggs - This is a resource like state revenue collection, car number plates, 
'quality' & mgt issues crop up if competition is introduced.

The NGO path seems like a fair option. (Its been proven elsewhere). The cost of 
mgt per year is known, so I believe actions (annual budget / revenue collection 
targets) can be taken 2 source for enough funds to meet those costs. The 
ultimate goal being 2 grow numbers & depth without jst looking 4 profit.

If not palatable to GOU, a state mandated entity run like NWSC / URA wd be a 
good start. (NB: They have higher priority in the decision...)
